The PWs on the both the N-PEs are in active state because of the decoupled mode of operation where the state of the attachment circuits controlled by mLACP is independent from the state of the PWs.
This solution requires that the two Nexus 7000 aggregation switches be converted to vPC and connected to both the PE routers via mLACP.
